I was going to post about this, but Torontoist beat me to it (http://torontoist.com/2008/12/snow_n_see_mass_hysteria.php): the Weather Office itself is if anything more excitable than the media about any kind of storm. The media at least have the excuse that it drives traffic (the Great Canadian Public loves nothing better than to see that it is snowing and have it confirmed by the media that it is in fact snowing), but I don’t know why Environment Canada does it.
